Вертикальный scrollbar не сразу скроллит окно а только ПОСЛЕ отпускания. Можно ли выставить ему св-во "авто обновление окна даже без отпускания мыши"?

В TC x64 также, неудобство. Вдобавок, не работает скроллинг средней кнопкой мыши.

Скроллинг СКМ в диалоге предпросмотра печати не заработает:
