Подскажите можно ли в TC 7.5 както БЫСТРО пометить файл либо цветом либо изменив ярлычек в самом ТС ? и обязательно чтобы эти метки остались после закрытия ТС !

Можно. Уже обсуждалось. Правила форума и поиск по нему в помощь. Раз (атрибуты, цвет и пр.), два (закладки и прикреплённые файлы) и так далее.
