Как сделать так чтобы ТК всегда запускался в Полноэкранном/оконном режиме?

Настроить, как тебе нужно, и выбрать команду меню Конфигурация -> Запомнить позицию.

Или в свойствах приложения поставить: Развернутое во весь экран
