Как заставить ТС при запуске всегда показывать на одной панели список файлов, а на другой - быстрый просмотр? Сколько ни жму на "Сохранение параметров" в меню - всегда запускаются две панели со списками файлов.

Стандартным способом - никак.
Как альтернатива - запускать командным файлом, вместе с внешней программой, которая уже будет включать в тотале QV. Но, имхо, это изврат, да и ctrl+q нажать - меньше секунды для настоящего индейца.
