как быстро (не перетаскивая) установить разделительную черту файловой панели строго посередине ?

Правой кнопкой мыши по сплитеру 50%/50%

Еще быстрее будет, если повесить горячую клавишу или создать кнопку на встроенную команду cm_50Percent.

Еще одина возможность
Просто нажать на Ctrl когда мышка на сплитере и потянуть в соотв сторону. Установится 25% 50% 75% 100%.
