А чем не нравятся блокноты, которые умеют шифровать?
Их сотни..

но вот только одна проблемка. Я хотел бы чтобы при запускался файл, http://wincmd.ru/plugring/aes.html делает, как я понял, лишь зашифрованный архив.

Не слишком ли геморно?
IMHO проще поставить тулзу типа BestCrypt или CryptoDisk.
Сам пользуюсь BestCrypt-ом. Шифрованый контейнер для файла.
Подключаеться как диск, несколько алгоритмов шифрования на выбор.
Удобная тулза.
