Всё логично. Описанные кнопки - это TSpeedButton или какие-то его потомки. Ну или что-то похожее. Фокуса они не имеют.
Соответственно, комбо не теряет фокус. А то, что можно выбирать диски - ну это не баг, это фича.

Фокуса не имеют, но, имхо, при клике на них надо принудительно снимать фокус с этого комба.
Фатальных последствий я не вижу, но...
