%L параметр для внешних тулзов.
В какой кодировке может быть файл (создаваемый через %L)? если utf-8, utf16, может ли быть сигнатура в нем, и какая? Проверять самому неохота.

По %L - только ANSI. Для UTF-8 же есть %UL, а для UTF-16 - %WL.

А насчет "неохота" - совсем обленился Smile там проверять - секунда дела. Стандартные BOM в случае UTF-8 и UTF-16.
