Спасибо, во внешнем LNG-файле (ссылка теперь есть в шапке темы) исправлено. И автор оперативно выложил версию 0.8.3 rev3, где опечатки тоже уже нет.
Дополнительные замечания, сделанные позже в ЛС, я учёл, но пока только во внешнем LNG-файле. В специальном срочном обновлении встроенной русификации необходимости не вижу, это вполне может подождать до следующей версии.

Новая версия 8.0.4 вышла довольно быстро в связи с обнаружением критической ошибки в 8.0.3, возникавшей из-за неправильной обработки плагинов, для которых есть обновления. Рекомендуется полностью очистить вручную секцию OverridePlugVer в файле TotalUpdater.ini. Основную её часть TU пересоздаст автоматически, а для тех плагинов, более старые версии которых вы специально отмечали как новейшие, надо будет это сделать ещё раз.

Thank you for your report. I found a problem which may cause TU to hang in case "wincmd.ini" cannot be found and fixed it. May I ask are you using Total Commander in a portable way, so there aren't any related Windows registration database entries? If so, do you have any suggestions how could I find TC's path when being ran from outside Total Commander? (currently I check for %COMMANDER_PATH% -> HKCU -> HKLM -> systemdrive\totalcmd to see if theres a totalcmd.exe to be found).
Your FileInfo-related problem led me to my discovery that the way 0.8.3 handled the installing of updates is incorrect - it just shouldn't had to show FileInfo as OK in your case, as its double-packed, which TU cannot handle (yet). Please download the latest 0.8.4.1 bugfix release and remove your "TotalUpdater.ini" file / clear its "OverridePlugVer" section to fix the possible issues previous version caused. I'm sorry for the inconveniences.
I'm going to create a whole new GUI for the application soon (actually its already under construction), as its about to evolve to a complete 'Plugin Store' - thus I don't really plan to make changes to its current state atm, sorry.

Засада с опцией автоустановки!
Уже второй раз нарываюсь. Теперь жёстко попал.
Обновил утилиту, в настройках её все опции и пути установил,
галки автоустановки из архивов не было.
Базу утилиты обновил и стал архивы закачивать - бац, вылезло сообщение, что командер требуется закрыть. Чё такое? Закрыл.
Откуда эта галка самоустанавливается?
Теперь у меня все плагины новые
и командер основной - самой последней бета-версии,
хотя я пока не планировал основной командер апдэйтить до беты!

Не совсем понятно назначение в настройках закладки "Локальная БД" 
вернее строки WEB (Указана как обязательная к заполнению). Ввел туда адрес интересующего меня сайта, тиснул на кнопочку рядышком и получил конфуз в виде "Error code 78299. Innormal page", а в адресной строке - http://wincmd.ru/plugring/http://homepage.net/.html.
Может я что-то не понял
и настроить поиск где-либо кроме wincmd.ru нельзя, а если можно, то как это сделать правильно?

Currently you can only fill in totalcmd.net-related entries to the WebID field, hence this error message. Alternatively (if the given plugin cannot be found on wincmd.ru) you can fill in just the DirectLink field, and add a "ForceLatestVer=1.1" key to the section of the given entry inside "userdb.ini" (where "1.1" is the actual version number of the plugin, or a date that represents the latest modification of the addon).
